H.E. Sami Al Qamzi, Director General, Department of Economic Development, Dubai, said: "The Fund follows clear procedures within the Dubai SME services, allowing entrepreneurs to benefit from integrated funding solutions."

“The Dubai SME contributes to the development of the proposed business idea, obtains necessary approvals from other government departments, offers training workshops to help integrate new business owners in the local market and support them prepare their finance application form.  Once this is presented to The Fund, a feasibility study is made and financial advice and financing options are given,” he added.

The Fund’s operating model ensures its sustainability through re-investing the loan settlement to finance new projects. The Fund allows for a maximum of two-year grace period through which no accumulating interests would be relayed to the seed loan. The period granted to settle the loan should not exceed seven years, including the two-year grace period.

Within its mandate, the Fund will monitor the funded projects through reviewing its business reports and field visits and offering advice to entrepreneurs as and when needed.

HE Abdul Baset Al Janahi

CEO, Dubai SME

H.E. Abdul Baset Al Janahi is the CEO of Dubai SME, the agency of the Department of Economic Development in Dubai mandated to promote the small and medium enterprise sector.

In his current role, Al Janahi has been contributing significantly to developing and maintaining an entrepreneurial ecosystem in Dubai and mobilising government and private sector support to help young and aspiring entrepreneurs in the UAE grow into successful business leaders.

Today, under his leadership, more than 13,000 entrepreneurs have been assisted.

Prior to starting Dubai SME, Al Janahi was a founding member in a number of leading organisations and transformational initiatives in Dubai, including the Dubai Shopping Festival, Dubai Internet city and Aswaq.

Currently Al Janahi is also the Vice Chairman and Managing Director of the Mohammad Bin Rashid Mohammed Bin Rashid Fund for SME, a member of Board of directors of Cooch4good in Dubai, a member of Board of Directors of Tejuri.com (LLC), and a member of UAE Genetic Diseases Association.

Al Janahi is a graduate in Business Administration; He has also completed executive programmes in management, entrepreneurship, and public finance from the Harvard University, Harvard Kennedy School, Georgetown University, National University of Singapore and the Massachusetts Institute of Technology School of Management.

Saeed Matar Al Marri

Deputy CEO, Mohammed Bin Rashid Establishment for SME Development

Mr. Saeed Matar Al Marri is currently holding the position of Deputy CEO of Mohammed Bin Rashid Establishment for SME Development (Dubai SME), an Agency of Dubai Economic Development Department - Government of Dubai. And a member of the Supervisory Committee of H.H. Sheikh Mohamed Bin Rashid Fund for SMEs.

Prior to his appointment at Dubai SME, Saeed held several senior managerial positions in Dubai, UAE. He was the Deputy CEO of Business Registration & Licensing Sector in the Department of Economic Development in Dubai. Headed the Branch Banking network at Noor Islamic Bank & worked for Priority Banking at Emirates Islamic Bank.

Mr. Al Marri is a holder of Post Graduate Diploma in Islamic Banking & Insurance from the Institute of Islamic Banking & Insurance in London UK. And a Business Graduate from the Higher Colleges of Technology in Dubai, UAE.
He has a 17 years’ extensive work experience in both Government entities & Islamic Banking sector.
